Tavira isn't a full-on party town, but there is wide range of local cafes bars where you can enjoy a convivial drink.
About Bars
One nightclub Ubi in a converted factory by the big bridge. If you are after wild nightlife, Tavira isn't really the place for you I'm afraid!
About Nightlife
You don't need a car. The railway station is a short walk and the line runs along the length of the Algarve. Taxis cost about 35 Euro to the airport (or get a bus or taxi to Faro station and catch a train). Local and long distance buses from the bus station.
About Transport
Gorgeous long sandy beaches. The nearest is 'the island'. It's a short boat ride which leaves from the centre of town during peak season or from Quatro Aguas at other times (about 1km level walk). The beach has some great cafes and restaurants and no cars, so its really relaxed.

Music in the central 'garden' most nights in the summer. Sometimes musical events in te churches and other places. There is a local cinema which regularly shows films in English.

There are some good golf course in te area e.g. Benamor. Tavira makes a great base. Golf in the day, relaxing by night!
